New Challenges for Operational Risk Measurement and Management
The Federal Reserve Bank of Boston and the Federal Reserve Board of Governors hosted a conference on AMA implementation in May 2008. The conference provided a forum for discussion of critical issues related to the upcoming implementation of the Basel II Accord in the area of Operational Risk. Discussion topics include regulatory initiatives (e.g., results from the 2008 US Range of Practice Exercise), quantification issues, the relationship between risk measurement and risk management, home/host, scenario analysis challenges, and many others.

Implementing an AMA for Operational Risk
The conference's primary objective was to provide a forum for discussion of many of the most critical issues related to the upcoming implementation of the Basel II Accord. Discussion topics included regulatory initiatives, such as the Quantitative Impact Study, the Loss Data Collection Exercise and AMA benchmarking initiatives; quantification issues, including modeling assumptions and scaling; and outstanding policy issues, such as the treatment of expected versus unexpected losses and home-host issues.

The conference provided a comprehensive understanding of current and evolving best practices in identifying, measuring, and modeling operational risk and in managing and mitigating this risk through capital allocation, insurance, and other existing and potential risk management tools. The conference presented the perspectives of practitioners in the banking, securities, and insurance industries, as well as supervisors and academics specializing in these sectors. The conference also identified and discussed possible solutions to barriers that may be impeding the development of new approaches.
